My message for you this month is very simple -- call or
write your members of Congress …and do it today!
The
Senate Finance Committee currently is developing legislation
that could impose many new and unnecessary legislative and
regulatory burdens as well as charges and fees on the charitable
sector. One of the most troublesome proposals would eliminate
or modify deductions for non-cash—“in-kind”—charitable
contributions (possibly affecting everything from real estate,
art and intellectual property, to food, books and household
items).
And,
in late April, the House Ways and Means Committee held a
hearing titled “An Overview of the Tax-Exempt Sector.”
While no specific reforms were proposed, suggestions included
instituting stronger state and federal information sharing,
encouraging increased transparency and better governance
and implementing a tax law spelling out clear criteria for
tax-exempt status.
One
thing is absolutely clear -- Congress seems poised to enact
reforms for our sector. What remains undecided is whether
those reforms will be helpful or harmful to the vast majority
of charities who play by the rules. You and I know that
there are very few “bad guys” in our industry.
Unfortunately, the bad guys seem to get all the attention.
It's
time to let members of Congress know about the great work
our organizations are doing. You can help shape this debate
by contacting your Senators and Representatives today. We
have a sample
letter linked at www.afpdc.org.
And, consider holding a “letter writing session”
during your next staff meeting so that the entire staff
can speak up.
Over
the coming weeks, we'll continue to send out member
alerts to keep you informed about these legislative efforts.
